"If food prices went up" -- think of stamps. They used to "go up" in price. Forever stamps guarantee a service, not a price. The government would issue citizen currency that guaranteed a service, not a price. The service would be x number of food points per person, let's say "food points" means calories x nutrition x production costs-- the grocery stores already use metrics like this.
